According to the Public Relations and International Affairs of the Kish Free Zone Organization, Seyed Ali Madanizadeh, by an order, appointed Hossein Forouzan as Secretary of the Supreme Council of Free-Commercial — Industrial and Special Economic Zones.
The order reads:

In view of your commitment, experiences and competencies, by virtue of this order you are appointed as Secretary of the Supreme Council of Free-Commercial — Industrial and Special Economic Zones.
It is expected that by utilizing legal, managerial and expert capacities, within the framework of the policies of the fourteenth government and the “Revitalization and Transformation of Free Zones” program, you devote all your efforts to the following missions:
- Strengthening the coordination of the Secretariat with the Ministry of Economic Affairs and Finance and its subordinate bodies, especially in the areas of customs, taxation, financing, investment, insurance, capital market and other economic matters related to free zones, in order to make more effective use of intra-ministerial capacity to solve the zones’ problems.
- Pursuing the Revitalization and Transformation program of free zones and completing as soon as possible the strategic documents of the zones, including the specific mission, strategic priorities, lead development projects, performance indicators and the executive requirements of each zone.
- Establishing a model of responsible authority in the governance of free zones; meaning that the legal powers of the zones, in return for accepting defined development missions, should be exercised with managerial accountability and realization of measurable outcomes.
- Pursuing the realization of the capacities of Article 65 of the Law on Permanent Provisions of the Country’s Development Plans based on the specific mission, strategic priorities and approved lead projects of each zone.
- Elevating the role of the Secretariat to a steering body, national support, performance monitoring and strategic control and avoiding ad hoc and centralizing interventions in the management of the zones.
- Establishing an observatory for free zones as the data and analytical infrastructure of the Secretariat to monitor financial, economic, investment, trade, construction, corporate and performance indicators of the zones and to track the progress of lead projects.
- Strengthening marketing, branding and professional introduction of investment opportunities in the free zones with the aim of attracting domestic and foreign investments, developing private sector partnerships and moving the free zones toward sustainable revenues.
- Effective and regular interaction with the CEOs of free zone organizations and relevant executive bodies to remove obstacles, facilitate investment and realize the development missions of the zones.
It is hoped, by reliance on Almighty God, observing the Ethical Charter of the Fourteenth Government’s Officials and utilizing all available capacities, that you will be successful and supported in carrying out this important responsibility and in achieving the government’s honorable goals in elevating the status of the free zones and playing a role in the national economy.
Among Hossein Forouzan’s background are: economic advisor to IMIDRO, CEO of Behshehr Industries Holding, advisor to the CEO of Makran Land Management and Development Company, advisor to the Chairman of the Board of the Social Security Investment Company and CEO and Chairman of the Board of Directors of the Maku Free Zone Organization.
